About Land Promotion
RO Land is a strategic land promotion business focussed on southern and eastern England. We work with landowners to agree a promotional agreement. Our role is to add value by securing planning permission at our cost and risk, and then selling the land to a developer.
We can consider alternative structures, including joint ventures and unconditional purchases.

Jacob Taylor
Strategic Land Director
Jacob is responsible for running the RO Land business covering both strategic land acquisition and promotion activities. Jacob joined The RO Group in 2020 having previously run Heyhill Land, a privately owned land promotion business which he co-founded in 2014. Before that Jacob held senior roles at RCL Capital and Pradera AM Plc where he was responsible for the fund management of two pan-European commercial property portfolios. Jacob is a Fellow of the Institute of Charted Accountants in England and Wales and a Member of the Royal Institution of Chartered Surveyors.
Ed Norris
Senior Land & Planning Manager
Ed joined RO Land in April 2022 after previously working for planning consultancies in Northamptonshire and Bedfordshire where he managed various planning applications on behalf of land owners, promoters, housebuilders and public bodies. Having begun his career in local government working on local plans and evidence bases, Ed now uses his expertise gained in planning policy and consultancy to evaluate the potential of strategic sites and identify and promote suitable sites for development. Ed is Chartered Member of the Royal Town Planning Institute.
Paddy Kent
Strategic Land Manager
Paddy joined RO Land in May 2023. He holds a MSc in Real Estate and previously worked in consultancy, managing stakeholder engagement for a wide range of development projects ranging from immediate land to long-term strategic sites.
At RO Land, Paddy promotes the team’s sites and supports the growth of the business by seeking out and evaluating prospective new sites.
Timothy Cakebread
Planning Manager
Tim joined RO Land in November 2024 and has over a decade of planning experience spanning both the public and private sectors. Tim has worked across most asset classes predominantly across the South East and London on behalf of landowners, housebuilders, occupiers, pension funds, family offices and public bodies. Tim will be utilising his expertise to drive forward planning applications and site promotion work. He is a chartered member of the Royal Town Planning Institute.
